On May 19, 2003, the Department of Labor issued Field Assistance Bulletin 2003-3, which contains new guidance regarding the allocation of plan expenses among participants in a defined contribution (DC) plan. The FAB makes it clear that DC plans are permitted to charge participants for the costs of distributions.
